CASE STUDY 1: National Level Risk Assessment and Crisis Response for FEMA, US Government

Request
Conduct a strategic risk assessment and deploy appropriate protective services and logistics support to FEMA, in the wake of Hurricane Katrina.

Solution
Within 12 hours of Hurricane Katrina crashing into the southern coast of the United States in December 2005, Olive Group had conducted an air reconnaissance of the affected area. Following this, the Group carried out an accurate assessment of the assets needed to adequately deal with the situation. Within 48 hours, Olive had conducted pre-deployment planning and training for critical team leaders, and assembled and deployed a team of 300 armed guards, medical specialists and communications teams.

Outcome

  • The air reconnaissance mission, which was carried out in light air craft equipped with night imagery and scanning devices, ensured that Olive sourced and deployed the correct assets and personnel to effectively carry out its tasking.
  • Ongoing planning and strategy sessions throughout the deployment process ensured that personnel and assets were directed to critical disaster sites, mitigating further damage. The ability to assemble a trained and debriefed 300-person team within 48 hours ensured there were no gaps in Olive's support coverage from day one. Olive Group teams provided on-site medical support for victims as well as emergency evacuation.
  • Along with significant manpower assets, Olive provided integrated technology solutions for FEMA, tracking its assets through its SecureLocate tracking system, while its Strategic Design Integration wing installed portable CCTV systems capable of remote monitoring problem areas, key facilities and high value assets.
  • Additionally, the Group provided logistics and life support facilities, in the form of secure compounds, which offered catering, laundry and communication systems. These secure facilities enabled the homeless to be processed, housed, fed and repatriated, allowing aid to reach the needy at the first possible opportunity.

"Olive Group's speed of deployment and ability to control key areas of the disaster site undoubtedly saved many lives during the initial stages of the disaster. Their ability to advise on the wider strategy required to deal with an issue of this scale and to turn their hands to all aspects of the project took tremendous pressure off our organisation. CASE STUDY 2: National Government

Request
The provision of comprehensive strategic border security advisory services to a national government.

Solution
Olive Group first conducted a comprehensive threat and risk assessment and SWAT analysis on the country's security services, border procedures and critical national infrastructure. Having identified potential risks and existing operational weaknesses, the Group then produced a detailed plan for the integration of primary security structures nationwide along with a time-lined implementation scheme.

Outcome

  • Having identified potential weaknesses in the country's border security programme, Olive acted as consultant and advisor on the procurement of a border security system and its integration into existing security structures.
  • The Group designed operational structures for national command and control centres, including integrated automated number plate and facial recognition systems. This capability was then linked to border control system, providing a technological 'ring of steel' for the country.
  • Olive Group's Strategic Design Integration wing designed a state of the art training facility to be used to train both border guards and a component from the country's special forces. The Group's training wing worked to provide a comprehensive, tailor-made curriculum for the facility, ensuring maximum utility from the recently implemented technologies.
